Heating a home can be a significant expense, especially during the winter months. For households on a lower income, this can be a source of real concern. Fortunately, a support scheme exists to help with these costs. It is called the Fuel Allowance. This guide explains what the Fuel Allowance is, who qualifies, how much is paid, how to apply, and what to do if a payment does not arrive. It also includes a section on frequently asked questions. The aim is to provide a clear and factual overview of the scheme.

What is the Fuel Allowance?
The Fuel Allowance is a payment from the Department of Social Protection (DSP) to help with the cost of heating a home during the winter season. It is not a loan and does not need to be paid back. The payment is made to only one person per household.
The Fuel Allowance scheme is separate from other energy supports. It is specifically designed for people who are long-term dependent on social welfare payments or who are aged 66 and over and meet certain conditions.
Key facts for the 2025/2026 season
The Fuel Allowance season normally runs for 28 weeks from late September to April. For the 2025/2026 season, the season started on 22 September 2025.
From January 2026, the weekly rate of Fuel Allowance increased by €5 to €38 per week. This is a 15% increase benefiting over 414,000 households. As part of Budget 2026 measures, the Government also announced a further €5 weekly increase in the Fuel Allowance rate from January 2026, providing an additional €140 during the annual fuel allowance season to help offset increasing energy costs.
On 24 March 2026, the Government announced that the Fuel Allowance season would be extended by four weeks until 1 May 2026 due to recent increases in fuel costs. This extension applies to all households already receiving the payment. Those who receive the allowance in two lump sums will receive the extra four weeks' payment automatically in one lump sum during the week starting Monday, 6 April 2026.
Who is eligible for Fuel Allowance?
To qualify for Fuel Allowance, a person must meet all of the following conditions:
- Live in Ireland
- Live alone or only with certain specified people (see below)
- Satisfy a means test (an assessment of income)
- Be aged 66 or over, or be under 66 and receiving a qualifying social welfare payment
A person cannot get Fuel Allowance if their heating costs are already fully covered as part of their accommodation, such as in certain rented properties where heating is included in the rent.

Living alone or with certain people
The household composition rule is important. Only one Fuel Allowance is paid per household. A person may live with certain people and still qualify, including:
- A spouse, civil partner or cohabitant who qualifies for an increase on a pension or social welfare payment
- Dependent children
- A person receiving Carer’s Benefit who is caring for the applicant
- A person receiving short-term Jobseeker’s Allowance (less than 312 days)
- An immediate family member receiving Working Family Payment
- A person aged 66 or over
- A person renting a room from the applicant, where this does not affect entitlement
- A person for whom the applicant receives the Accommodation Recognition Payment
Means test
Fuel Allowance is a means-tested payment. The Department of Social Protection examines all sources of income. The gross weekly income must be below a certain amount to pass the means test. The specific income thresholds can vary depending on the household composition. Some social welfare payments and allowances are disregarded in the means test.
How much is paid?
From January 2026, the weekly rate of Fuel Allowance is €38 per week. The total payment over the full 28-week season is €1,064. For the 2025/2026 season, which was extended by four weeks to 1 May 2026, eligible households will receive an additional €152 in support. Approximately 470,000 households are set to benefit from this extension.
Payment options
Recipients of Fuel Allowance can choose how they receive the payment:
- Weekly payment: The €38 is paid each week along with the primary social welfare payment.
- Two lump sums: Some people can opt to receive the Fuel Allowance in two instalments. The first lump sum is typically paid in late September, and the second in early January. The lump sum option is not available to participants of Employment Support Schemes such as Rural Social Scheme, Tús and Community Employment, nor to recipients of Supplementary Welfare Allowance or Working Family Payment, as these are short-term schemes.
If a person wants to switch their payment method for the 2025/2026 season, they must fill in form CPF 1 and send it to the section that pays their primary payment. The form is also available from local post offices, Intreo Centres or Social Welfare Branch Offices.
How to apply
Applications for Fuel Allowance can be submitted either online or in person.
- Online: Through the MyWelfare website (services.mywelfare.ie). An account is required.
- In person: At a local Intreo Centre or Social Welfare Branch Office. Staff can provide assistance with completing the application form.
The Department will assess the application and notify the applicant of the outcome in writing. If approved, the payment will be made from the date of entitlement.
What to do if a payment is not received
If a person believes they qualify for Fuel Allowance but has not received a payment, they should:
- Check that they meet all the qualifying conditions, including the means test.
- Contact the Department of Social Protection. Enquiries can be addressed to the National Fuel Scheme, Department of Social Protection, College Road, Sligo.
- Alternatively, visit a local Intreo Centre for assistance.
If the Department refuses an application or pays a lower amount than expected, the person may request a review of the decision. If still dissatisfied, an appeal can be made to the Social Welfare Appeals Office. An appeal must generally be made within 21 days of the date of the decision letter.
Lost or stolen Fuel Allowance
If a Fuel Allowance payment (either a weekly payment or a lump sum) is lost or stolen, the recipient should contact the Department of Social Protection as soon as possible. A duplicate payment may be issued after verification, provided the original payment has not been used.
Is Fuel Allowance taxable?
No. The Fuel Allowance is fully exempt from income tax. It is also exempt from PRSI (Pay Related Social Insurance) and USC (Universal Social Charge). The allowance is treated as a social welfare payment and is not considered taxable income.
Frequently Asked Questions
Q: Can I get Fuel Allowance if I am in rented accommodation?
A: Yes, generally. However, if your heating costs are already fully covered as part of your rent (for example, in some student accommodation or certain rental properties where bills are included), you may not be eligible.
Q: What if more than one person in my household qualifies for Fuel Allowance?
A: Only one Fuel Allowance is paid per household. If someone in the household is aged 66 or over, they should apply. If more than one person is getting a social assistance payment, the household can decide who applies.
Q: Can I receive Fuel Allowance if I am getting a social insurance payment?
A: Yes, if you are getting a qualifying social insurance payment such as State Pension (Contributory) or Invalidity Pension, you may be eligible provided you meet the other conditions including the means test.
Q: Does the Fuel Allowance affect my other social welfare payments?
A: No. The Fuel Allowance is an extra payment and does not affect the amount of your primary social welfare payment.
Q: I live alone. Does that automatically qualify me for Fuel Allowance?
A: No. Living alone is one of the conditions, but you must also meet the other conditions: being aged 66 or over, or under 66 and receiving a qualifying social welfare payment, and satisfying the means test.
Q: Is the Fuel Allowance the same as the Household Benefits Package?
A: No. They are separate schemes. The Household Benefits Package includes a free electricity or gas allowance and a free television licence. A person may be eligible for one, both, or neither depending on their circumstances.
